The "two-tier policing" claim was heavily promoted by figures including Elon Musk and Nigel Farage following the 2024 summer riots, when it spread rapidly across social media and into mainstream political debate.

A leaked internal Home Office review — a "rapid analytical sprint on extremism" commissioned by Home Secretary Yvette Cooper in August 2024 — found that claims of two-tier policing reflect a "right-wing extremist narrative", listing it among a series of "damaging extremist beliefs." The review was leaked in January 2025 and reported across multiple outlets.

Where policing genuinely is unequal, official government data shows it is ethnic minorities who face harsher treatment — not less. According to the Home Office's own statistics for the year ending March 2025, there were 22.4 stop and searches per 1,000 Black people in England and Wales, compared to 5.9 per 1,000 white people. That means Black people were stopped and searched at 3.8 times the rate of white people — the highest rate of any ethnic group.
